Lead negotiator for the Navy's cable landing easement at Naval Air Station Oceana, securing $500M in grid upgrade value as in-kind consideration. The $9.8 billion CVOW project includes 176 turbines stretching as far as 42 miles off the Virginia Beach coast, with nine export cables running underground to a switching station at NAS Oceana.
