Congressional advisory and transaction support for the Navy's IGSA with the North Carolina Global TransPark Authority — the largest public-private partnership executed by the Department of the Navy. Led EUL program development for a 250,000 SF data center co-located with 35MW of renewable biomass energy, including source selection, lease negotiation, and OMB compliance under SECARM direction. The EUL offered approximately 60 acres of Arsenal land and facilities to the Arsenal Business and Technology Partnership for private development.
Led transaction development for a prototype OTA under 10 U.S.C. § 4022 delivering a 185,000 SF ICD-705 accredited RDT&E facility and anechoic chamber for NAWCAD — structured as a design-build-finance-operate-maintain-transfer model with Clark Construction, Blackstone, and Maryland Economic Development Corporation. Target commissioning: September 2028.
Supported the OTA-based prototype agreement with USACE Memphis District and Carnegie Mellon's National Robotics Engineering Center. The automated system doubles daily revetment mat production from 2,000 to 4,000 mat squares — the largest design-build contract in Memphis District history.
